The Manitoba Provincial Nominee Program (MPNP) allows Manitoba to nominate foreign nationals for Canadian permanent residence based on the province's economic and labour market needs. Successful nominees then apply to Immigration, Refugees and Citizenship Canada (IRCC) to finalize their permanent residence.
Most MPNP streams use an Expression of Interest (EOI) system. Candidates submit an EOI profile and are ranked on factors including education, work experience, language ability, and connections to Manitoba. The province issues Letters of Advice to Apply (LAAs) through periodic draws, inviting the highest-ranked candidates to submit a full application.
Program streams
The MPNP operates three main streams.
Skilled Worker Stream
For workers with skills that meet Manitoba employer needs. Includes two pathways based on where the candidate is located.

International Education Stream (IES)
For graduates of designated Manitoba post-secondary institutions who want to remain and work in the province. Includes two active pathways.

Business Investor Stream
For individuals with business or farming experience who intend to invest in and operate a business in Manitoba.

How to apply
Submit an EOI
Create a profile in the MPNP online system (worker and graduate streams) or initiate a business or farm application (investor stream).
Receive a Letter of Advice to Apply (LAA)
For EOI-based streams, MPNP ranks profiles and issues LAAs through regular draws. Meeting eligibility requirements does not guarantee a draw invitation.
Submit a full application
Once you receive an LAA, submit the complete application with supporting documents within the specified deadline.
Receive a Certificate of Nomination
If approved, MPNP issues a provincial nomination certificate.
Apply to IRCC for permanent residence
Submit the federal permanent residence application using the nomination certificate. Candidates in the Express Entry pool can typically receive an expedited invitation from IRCC after receiving a provincial nomination.
Processing times
Processing times vary by stream and application volume. Worker stream applications generally take several months from application to nomination decision. Business and farm files take longer due to the business plan review and, in most cases, a required work permit phase before nomination is confirmed.
